In most Parliamentary democracies like Saint Lucia; the government is really made up of three branches or arms which are assigned different roles.  Those three branches are; the Parliament (including the Senate or Upper House), Cabinet and the Judiciary.  The Cabinet is usually responsible for the day to day operations of the Government departments such as approving Government expenditures, projects, duty free concessions and all other management and operational functions that are bestowed upon Ministers of Government by law, whether collectively or singly.
